The Office of Management and Budget’s proposed overhaul of the Uniform Guidance (2 CFR 200), which governs how federal financial assistance is managed across all agencies, has sparked unprecedented pushback. The public comment period drew record participation, with the overwhelming majority of comments opposing the changes. Stand Up for Science mobilized more than 10,000 comments from the scientific community alone.
Now the fight continues. In June, the National Science Foundation (NSF) quietly updated its Proposal & Award Policies & Procedures Guide (PAPPG) to align with the not-yet-finalized OMB rule. OMB Director Russell Vought has framed these agency actions as merely “catching up” with executive orders. NSF is currently accepting comments on these updates with a deadline of August 24, 2026.
We view this as a direct extension of the OMB proposal and an opportunity to reinforce our community’s strong opposition.
